In short

Sea is the mode most Class 1 volume moves on, and the one where terminal acceptance decides everything. A booking is only real once the terminal has accepted the class, the quantity and the dwell.

What governs it

The IMDG Code applies to the sea leg, and the pre-carriage and on-carriage run under the road and rail regimes. Ports add their own conditions on top: quantity limits for Class 1, restrictions on how long regulated cargo may remain, and in some cases a requirement that the box move straight through without being stored.
