In short

Air is the mode with the tightest acceptance rules and the least tolerance for a documentation error. It is also the only answer when the cargo is time-critical or the half-life is short.

What governs it

The ICAO Technical Instructions set the rules and the IATA Dangerous Goods Regulations are how the industry applies them. On top of that sit each carrier’s own variations and each state’s, and both can be stricter than the baseline. Several Class 1 divisions may not travel on passenger aircraft at all, and cargo aircraft availability is the practical constraint.
